Unjustifiable delays, jams in making poor decisions and budgetary division are considered to be characterising central-level co-operation with the local Gjakova municipality.
The mayor of this municipality, Ardian Gjini, estimates poor co-operation with the central level, for which he hopes the government will take more seriously related affairs with the municipality this year.
Meanwhile, as deputy chairman of the Alliance for the Future of Kosovo (AAK) believes that during this year Kosovo will go to early elections for what “best possible results for AAK”.
Besides, in the interview, Djind maintains that the Gjakova municipality has spent about 90 percent of its previous budget in 2023, until it says that “this has never happened before”.
It cites some of the most complex projects implemented or launched during 2023, which states that this year too will be marked by capital investments for various projects.
Ginny points out that unnecessary delays, getting stuck in communication and making decisions from the central level is causing many difficulties.
“Not good, right to tell you. It could be a lot better. It's not only the budget issue, which does not have new projects divided for Gjakova for 2024, but it's also the question of other delays that occur. Unnecessary delays, because Kosovo is not federation, Kosovo is the Republic, which municipalities are a very important part of the administrative and political system. If there's a jam in communication? There are unjustifiable delays... I am hoping that next year the government of Kosovo will take more seriously related affairs with municipalities because we do services for citizens, we don't make services for politics”, Gjini points out.
Meanwhile, Djind estimates that the year 2023 has been among the most intense years ever in the Gjakova municipality, since it estimates that the final capital investment budget amounts to over 17m euros.
Among the biggest and most challenging projects, Gjakova's first Ardian Gjini points to works in the exit for Pec, the continuation of the Krena River bed in the upper part of the stream, works at the city stadium, transformation of the city centre, and others.
“has been one of the most intense years ever in the Gjakova municipality, with a final budget of capital investments of over 17.5 million. Never before has there been a realisation of near 86 percent of this investment budget, which is more than 15.5 million, which is unimaginable realisation once. With their own inflows of almost 6.5 million that are once unimaginable again. We've had some very large and challenging projects, which, for the most part, have only been implemented”.
It's a five-year project. It's a two-year project. The next big project is with 1.5 million continuing the bed of the Crena River in the upper part of the stream, worked pretty hard... We have the city stadium in Gjakova, it's special, the tribune in the east, south and the field we're investing in, and that project is doing well. We have the city center, which has been almost completely transformed, is a project that lasts several months next year... we have the exit for the Bank of Macedonia and Albania that some 60 percent of the jobs were done with a two-year contract,”, says Djind.
Among other things, Djindey points out that even this year, investments in various projects will continue, including the completion of the works on the exit of Pec, Reke, the end of the centre, the second phase of the Lukas River and phase four on the Crena River and several other projects.
Djindin considers that “and 2024 will be good”, in terms of investments in this municipality.
And even in 2024, we have a lot of capital investments, we have projects in progress, we complete the exit for whole Pec, we finish the centre, the exit for the big Reca, the second phase of the Lykas River, the fourth phase of the Krena River. However, projects that will have impacts, which are not multimillion values, are the central route of the old city, is the only road to another city that has not been re-remitted. We've had some strange challenges there, it's been budgeted to carry out. Even the year 2024 would have been good”,potencon Djind.
Meanwhile, as AAK deputy chairman, Djind maintains that according to the current options and political beliefs of citizens, our country will go to early elections this year.
From these elections, Dji expects the best results for AAK.
I am confident that, if we take into account all the circumstances that have been created in Kosovo, including the political beliefs of people and the ideas we see, the likelihood is that in 2024 we will have early elections... I expect the best results for the Alliance, of course, the best possible”, Djind says.
In addition, the Gjakova municipality has decided that citizens will not enjoy the right to forgive 100 euros in property tax, since it is considered that losses will amount to 2.4m euros. / KP
