Pristina municipality a few months ago has pledged three-year contracts of over 10m euros to a consortium called “Capital architectial service” for the capital's consultancy and architectural services. The consortium handle is Astrit Nija architect's company, “ANARCH” S.P.K. Nidja's company has been an accomplice in a project with Prime Minister Progress Rama's company, “4M group”.
As is usually the case during the bidding, the Pristina municipality had also demanded that companies present references to similar works performed in the field of architecture.
Democracy has found that “ANARCH” S.P.K. has presented a reference to a contract that has been failed. In that reference she has even presented the company of President Progress Rama.
Days ago, this medium has asked for access to public documents concerning the complete bidding for the “tender. Capital architect service”.
From the submitted documents to the requirements for presentation of references, Astrit Nidja's winning company has presented the design for building the object known as 42-cats in the district “Greed”, which started to build many years ago and is not yet complete.
The reference is called “urbanistic-architechnic analysis and the design of the residential-afarist complex”. Project was made for the “company EnK investment Group”. The company has submitted that several more co-operated in the project, writing the name of President Pringova's company. “4M group”.
It's about reference presented for the “Project Management of the Banere Afarist Network”.
This reference is highly suspicious and the medium reports it will require a legal interpretation on the part of the Public Procureing Regulatory Commission if it can be taken as currency, because the project made by “ANARCH” S.P. K for the construction of the multi-banarity business facility in Lakrista has not been implemented.
The truth is that that project has failed and other investors have bought the property and changed the entire project. Hence, doubts are that it is a negative reference, since the project has never been realised.
The residential complex is continuing construction on the basis of another project made by the company “DB.A Archicht”; which was equipped with construction permits in 2018; and it appears that the project has undergone changes by 24 stories.
In the reference presented to the project, the Nidja company has written that it is still continuing, while slightly below it has written that it has benefited 6.5m euros from the services offered.
As noted, he presented two figures - an 11 million and another 6.5 million - but has offered evidence and reference, as requested by the DT and the Procurement Law, in addition to self - declaration. The same object, years ago, is presented as Rama's Project of Progress.
