Kosovo System, Transition and Market Operator (KOSTT) announced that from January 1st 2024, in the four municipalities in northern Kosovo, the spent electricity has begun to register.

According to COSTT chief Eventar Zeqiri, energy consumed in the northern part of Kosovo, inhabited by Serb majority, will be paid the same as in the rest of the state.

On January 1st, 2024, starting at 00:01, the electronicsever Sh.p.k, licensed and registered company under the laws of the Republic of Kosovo has begun nominating energy for the four northern municipalities. So it's starting to take responsibility for energy consumption in the north. After more than 20 years, energy consumed in the northern part will be paid the same as in the rest of the country's” territory, he wrote on Facebook.

In early December 2023, the European Union had announced that the Serbian company, Elektrosever, had signed commercial energy contracts with the Kosovo Power Distribution Company (KEDS).

Elektrosever is owned by Serbia's energy company, EPS (Electroprivreda Srbije).

This company received the operating license from the Kosovo Energy Regulatory Office (ZRRE) on 24 June 2023.

On 21 June that same year, Kosovo and Serbia signed the Energy Agreement implementation guide, which was reached in 2013 under the dialogue mediated by the European Union.

But neither agreement nor guide applied. The agreement signed under the dialogue is aimed at overhauling the issue of electricity supply and destiny for the four municipalities in northern Kosovo: Northern Mitrovica, Zvecan, Leposaviq and Zubin Potok.

Citizens of these municipalities have not paid for the energy spent since 1999. Over the years, their debt has been paid by citizens of other Kosovo municipalities and since 2017 by the Government of Kosovo
