Following the United States' call to the Government of Kosovo to reconsider the Kosovo Central Bank decision that excludes the dinar as currency, Kosovo Deputy Prime Minister Besnik Bislimi has said the Constitution must be implemented overall.
At a media conference with Czech Republic Minister for European Affairs Martin Dvorak, Bislimi has insisted on implementing the Constitution in all cases.
When it comes to Article 11 of the Constitution, which says there is only one currency in circulation in Kosovo, the same friends tell us, but don't do that. The constitution, either it's sacred, and it has to be implemented, or then we make the cheery picking [the most favourable selection]. If we have to make cheering, we're doing it. If it has to be implemented, then insist it applies in all cases”, he said.
Today, an American State Department spokesman in a response to the media has said that Kosovo should offer more time and consult communities affected by the December 27th BCKA decision, with which dinars payments in Kosovo are excluded on February 1st.
We call on the Government of Kosovo to review this decision, consult with affected communities, respond to concerns expressed by the international community, and provide sufficient time for its decisions to be implemented in order to ease the impact those decisions will have on citizens” has the spokesman told Pavlovic Today.
“We are concerned that the regulation adopted on December 27th will negatively affect the ethnic Serb community in Kosovo”, said further in response.
Days earlier, the European Union had also reacted.
“We are still analyzing and asking for clarification of this decision, reasons, motives and implications that he may have, but Kosovo and Serbia are generally expected to avoid uncoordinated actions that do not go into the spirit of normalising reports and that may have a negative impact on stability on the ground”, said Peter Stano, the EU spokesman.
In Kosovo, in all Serb majority settlements, the population uses the Serbian dinar to carry out payments, and those working in Serbian institutions in Kosovo also receive their salaries with dinars.
The pensions are also paid with dinars, according to the Serbian system, as well as additions for children and social aid.
In commercial objects, the dinar is used in areas where Serbs live in Kosovo, except for the euro.
