It's hot. The Investment Community tenders for the rehabilitation of “people with limited mental capacity” to the car trading company

Company “N.T. S. DIAMANTY H” for primary activity at the Business Recording Agency has the liquor serviceBut even the car and goods trade has won a tender in the Entrance Community for a whole other field.

“N.T. S. ” DIAMANTY H”, owned by Hajredin Ahmeti, has won the tender for “Social and rehabilitational activities for residents at the Community House for disabled mental and physical skills in Zoom”.

On July 27th of this year's Black Community has announced that it has awarded contract to this company that sells cars to sell “resitrate” 17 persons with limited mental capacity to send to a hotel for six nights' stay, as the tender file describes.

The value of the contract weighs 8 thousand and 160 euros and is envisioned to be completed within a month, according to the document the AP has secured.

The tender file says the task of economic operator “N.T. S. ” DIAMANTY H” is socializing people with limited mental skills and improving health, since the company that will conduct this service trades cars and sells drinks.

“The aim of the activity is socialisation of customers, developing individual autonomy and participating in social and community life in general through direct contact with society, and contributing to improved health, increased quality of life, and physical rehabilitation“, is the description in the tender file that has drafted the municipality.

The Investment Community has argued that the company that sells drinks and cars has met the criteria, and the commission has recommended giving the contract.

The leader of the Procuration Division in the Shtime municipality, Muhadin Halili, has told Albanian Post that the company does transport people, despite the fact that the tender's name is the rehabilitation of persons with limited mental access.

We as the Compact Authority are obliged to do the tender assessment based on the criteria set out in the contract announcement and tender file. The economic operator, who has been rewarded with this contract, has met the established criteria because the same except the car trading that has been presented to business registration, there are no taxis. 6022 that's registered”.

But Halili can't explain how this company will do the client's <x0-socialism, the development of individuals' autonomy and participation in social life”, as the tender requires, when it comes to providing these services.

But Halili denies they committed legal violations when they awarded the tender to this operator.

“We like the AK have not committed legal violations during OE selection for this task”.

However, Diana Metushi Krasniqi, a project manager in KDI, considers that a company that is not called for an event cannot be considered responsible and that it has had to be rewarded by the tender.

“If this company is not registered and called for this job it should not qualify as responsible”.

Metushi-Krasnici also blames the error of the Accounting Authority, which always repays a company that has the cheapest offer.

We wrongly leave the entire blame to the cheaper price, but the criterion is the responsible offer at the cheaper price. The responsible offer is that it respects all laws in force under the general terms of the contract, stemming from the law on obligations relations”, it has said of the AP.

Metushi-Krasnici says accountability should also be seen in the law regulating the rehabilitation of disabled persons, or the No.2004/18 Law on Internal Trade in the second half in the “Trade Activity Chamber”, Article 6.

So by law, Economic Operator “N.T. S. DIAMANTY H” has no record at ARBK codes that offer rehabilitation of people with limited mental abilities, and the municipality is in conflict with Article 6 of the country's 0,2004/18 Law on Internal Trade.

Company container “N.T. S. KIAMANTY H”, Hajredin Ahmeti, has suggested that he be looked into because he claims his business “connects to this”.

He admits that he has rehabilitated these people last year, having the sale of drinks and car trading for activity.

Ahmeti residents with limited mental capacity, according to the tender file, is obliged to rehabilitate at the end of August or early September.
