“There is a desire for Republika Srpska in Kosovo”, all that Kurti said last night after meeting with Vucinci

Kosovo Prime Minister Albin Kurti and Serbian President Aleksandar Vuciq adopted yesterday's statement of missing persons, for which there was remarks due to the term “the violent missing persons”, which was used instead of the term “, which was forcibly eliminated”. The draft [...] statute was also introduced at the meeting.
The draft of the Association of Serb-run municipalities statute prepared by the team of four Serbs, which Kurti rejected as unacceptable, also appeared at the meeting, saying it is the result of the desire for some Republika Srpska in Kosovo.
Kurti after the meeting said he himself presented a draftvision for Association, while expressing confidence that he “would be seriously treated by mediator”.
Prime Minister Kurti's full statement from Brussels last night, after meeting with Vucinqih:
Dear journalists,
Thank you so much for waiting for us until these late hours, for public statements regarding today's summit that took place here in Brussels, with the mediation or unification of European Commission Vice President and High Representative for Foreign Policy and Security, Mr. Josep Borrell and his Special Emissar for the Balkans, Mr. Miroslav Lajcak.
We started this high-level meeting with a high-level and positive note that we jointly agreed on the text of the Agreement, thus transformed into an agreement on the issue of the found, on the issue of forcibly missing, those with violence from the war in Kosovo. We know there are 1617 missing and here the victims are not only those who were kidnapped but also their families, and all the people and society.
In the homeless, we have a situation in which anger and anxiety are greater than grief and mourning. So it's an urgent issue like it was put in the Ohrid Implementation Annex, which you joined as an integral part of the Constitutional Agreement of February 27th, done right here in Brussels in the same format.
At this meeting today, after the agreement on the missing we listened patiently and carefully to the Manager's Team, which presented a draft statute, in a total of 67 articles, and then gave me our position that such a draft statute, what we heard and read, especially read, is currently incompatible with the Constitution, constitutionality, legality, democracy, European values, human rights, the rights of European minorities, and despite that we will be interested in finding solutions.
So, in this case, I proposed a draft vision as the prime minister of the Republic of Kosovo in terms of Article 7 of the Basic Agreement, considering also Article 10. And a total of 10 plus 1 points, or 11 points I've proposed a vision, that's a vision draft, what values and principles should be like, what the framework should be that regulates the issue of non-national communities, national minorities, respectively, of the Serb community in Kosovo.
I believe that it will be seriously treated by mediators, by the fascist Borrell and Lajcak, because in that way we will be able to build something good, something new, right, really, useful to all, not just for Serbs, because Serbs should live in our country, be fair members and obligations in our society, and in this way together create society which is indoor coherents and that leaves no one behind. That was the vision I introduced.
In this case, I must stress that I also handed over to the mediators a document on how on February 27th, when we agreed on the Base Agreement, official Belgrade violated it. And that document is clearly seen, in fact documented that out of 11 provisions of the Base Agreement, 8 of them were violated by official Belgrade. So only in March and April were 8 of 11 mothers violated.
Also, I have submitted a document where there are three statements of the president of Serbia, how he says he has not agreed with the Base Agreement, as a European proposal, how he will not implement it as a whole, so I needed a guarantee that we have the stability of the process because we have agreements, and we have security as a party, since we have agreements, and that was clearly told by the mediator Borrel and Lajcak, that we have agreements, so there is agreement, and February 27th in Brussels and March 18th in Ohrid have really happened. Those are the stories in which we are the unjust and the witnesses, so they will not be denied.
I also gave them a document to show that the Co-ordinator of the Management Team, Mrs. Danijela Vujicic, actually sworn in at Serbia's Parliament and is in conflict of interest. So, I've listed some facts for management team coordinator.
But what's clear today is that with the presentation of this draft statute, it can be said that the Management Team has been decommissioned, since it has no function, no role, no status anymore. They delivered the draft. I told them, rationally, logically, that it is currently incompatible with constitutionality, and therefore it is good to start discussions on the basis of a valid draft vision which I have proposed today.
The statute proposed by the Management Team, which therefore tonight decommissions itself on the occasion of presenting the draft statute, is the result of the desire for Republika Srpska in Kosovo.
Clearly, there is a desire for Republika Srpska in Kosovo, and this desire has written this statute. While, the draft vision I proposed, I can say it was inspired by an agreement Serbia has already made for normalisation. It's Serbia's agreement with Croatia. Serbia and Croatia have agreements on normalising relations, where rights are provided, safeguard clauses for the national Serb minority in Croatia. And I was inspired by that model, since, as known by the violent break-up of the former Yugoslavia, Croatia emerged as an independent state and we as the Republic of Kosovo are part of the same process of breaking up the former Yugoslavia. After all, that Croatia is both a member of the European Union, and it is a member of NATO, and it has normalized relations with Serbia, and we as the Republic of Kosovo aspire both in NATO and in the European Union, I believe it has been an appropriate model from me that I have received inspiration to write this 11-point vision draft or 10 plus 1 to be more accurate.
There will be other meetings next. So I've come to trust, with good will, with good intentions, that as soon as we apply the Brussels Agreement and the Ohrid annex as an integral part, because we need European normalisation and good neighbourlyity between our two states between the Republic of Kosovo and Serbia.
