This session also discussed the Kosovo-Serbia agreement, namely the Association of Communities with the Serbian Majority, as well as the dialogue process for normalising relations between the two states. Senators heard reports by Special State Adviser Derek Chollet, US Special Envoy for the Western Balkans Gabriel Escobar, but the chairman of this Commission, Bob Menandez.
In his address, US Secretary of State Derek Chollet's Special Adviser in his testimony before the senators has shown that there are reservations from Kosovo and Serbia for engagement in dialogue.
As for its Agreement and implementation, Chollet said the US does not see the implementation of the agreement on either side, but pledged intensive work to achieve normalisation.
We're not looking at any of the parties implementing the deal, it's something Mr. Escobar has been focused on. I've spoken to Borrell, and the EU is focused on this, so we're engaged in intensive diplomacy so that both sides can fulfil the pledges of the” agreement, Chollet said.
The agreement reached in Brussels and reconciliation for the annex in Ohrid, according to Escobar, has been major steps towards peace among states.
“Sic noted the Councillor, a major obstacle to lasting peace and prosperity in the Western Balkans, is the tense relationship between Kosovo and Serbia. The EU-led agreement on the Road to Normalisation of Relations and the annex of its implementation agreed on in February and March were major steps towards establishing peace and predictability in relations. Implementation is under way. On May 2nd, the Serbian president and the prime minister of Kosovo began discussions on the Association/Unition of Serb majority municipalities and reaffirmed their commitment to resolving the fate of missing persons to promote reconciliation and peace”, Escobar has said.
Same as Chollette, Escobar promised US commitment to Kosovo and Serbia to meet the obligations of the agreement.
I have constantly travelled to Brussels and throughout the region to support this process. The United States will remain committed to Kosovo, Serbia and our European partners to promote meeting all obligations under Dialogue Agreements”, Escobar has said.
As far as association is concerned, American Secretary of State Derek Chollet's adviser, said the US does not support a Republika Srpska in Kosovo, stressing that association is acceptable to both sides.
“Association is an agreement that was made 10 years ago. The important thing is that we want all Kosovo citizens to receive equal services and to be heard the voice and that the northern Serbs are less connected to Belgrade. We will neither accept nor support anything that could create a Serbian republic. What we're looking at is how the association can be acceptable to both sides”, he said.
The same is said by the US's emissary for the Western Balkans, Gabriel Escobar, who stressed that forming association will be in line with Kosovo's Constitution.
This is actually our target. We have said that association is a duty taken from Kosovo with the Brussels agreement. But we have repeatedly repeated that we will help Kosovo form it under a European model that does not violate its sovereignty or constitution or functionality. As we see, association is the way for the four municipalities or other municipalities that want to join, to receive municipal services for the Serb-language majority,”, Escobar said.
Escobar said association wants “to use” as a means to prevent Serbia's actions in northern Kosovo.
But, chairman Bob Menandez, in his speech, said only Kosovo is being pressured by association, while Serbia is not being pressured at all.
Among other things, he said the condition of Serbia's entry into the EU is its secession from Putin.
I don't see any equal parties in this process. He was saying one thing in front of the Serbian people, and another is saying before internationals. What I see is pressure on Kosovo for forming association, but there is no pressure on Serbia”, Mendez said, Reporter.net says.
“If Serbia wants to integrate into the EU, it should be cut off from Putin”, Menandez stressed.
Menandez also voiced sceptical about it that there will be no “Republika Srpska” in Kosovo because, as he says, he has not yet seen a plan or guarantees for this arrangement.
There is no plan or guarantee that association will be a Republika Srpska”, Menandez has said.
We remember that the last meeting within Kosovo dialogue- Serbia has developed at the level of EU-mediated chief negotiators, between Kosovo's chief negotiator, Besnik Bislimi and Serbia's Petar Petkovic, who was praised without results.
Regarding the dialogue mediated by the EU, EU Special Envoy Miroslav Lajcak has said discussions will continue.
Meanwhile, at the May 2nd meeting between Kosovo Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq has been granted approval of the Declaration on Missing Persons, but not for the draft association status.
