He has said on Thursday to “The Voice of America” that the deadline for setting up the first monitoring team is April 18th and that Kosovo has proposals for teams to be different from the chief negotiators, while Serbia wants the negotiator as a monitor. Bislimi has said that Kosovo has proposed for the position of implementing monitors, Kosovo Ambassador to Brussels Agron Bajrami.
“Aphat for the appointment of the first monitoring team is April 18th, we have no-communication harmony with the Serbian side of what this team's structure should look like. The Kosovo side says teams are different from the chief negotiators, and Serbia thinks it should be both chief negotiators and team leaders. We have sent our nomination for this position, we expect that before the meeting of the leaders of the Government, the EU will establish the structure. We nominated Agron Bajrami, Kosovo's ambassador to Brussels”, Bislimi said.
Bislimi said the two working groups would assess the respect of the Agreement and the Anex achieved in Brussels, until he added that Kosovo has agreed that it will soon make the first draft presentation of the management group's “management of the Serbian community”.
He added that it is still unknown what the structure of self-defence will look like.

The basic agreement and the Anex are demanding that the parties take office... the management group has had to report to the Ministry of Local Power's Education on regular grounds, but recent reports were submitted in 2018. We can't know what the management group is at, but they'll be invited to the next meeting to present their work. At the moment of presentation, their work ceases after the draft presentation. Then it goes to the political level. The draft will be assessed on the basis of certain criteria. For example, the proposed Sʹbibe Drift contradicts the 2015 Constitutional Decision, not the 2013 and 2015 agreement. And it does not mean the creation of a new ruling layer in Kosovo, collective rights for the Serb community, is in harmony with the letter Mrs. Mogheiin sent to the former Kosovo prime minister in 2015, where it has clearly been expressed that even the EU that this type of body has to have no kind of executive compass”, he said as well.
According to Bislim, if the draft contradicts, it should be declared unacceptable and then seen for alternatives.
Kosovo and Serbia agreed on February 27th in Brussels on the content of a European plan for normalisation of reports. On March 18th in Ohrid, Prime Minister Albin Kurti and Serbia's president, Aleksandar Vuciq, agreed on the annex to implement that plan.
