The EU's Emisari for Kosovo-Serbia dialogue, Miroslav Lajcak, in a conversation at “Atlantic Council” has talked about developments on February 27th in Brussels, where Kurti and Vuciq agreed to the French-German proposal.
Lajcak has spoken of the discussion that has been made about the issue of signing the European proposal that day in Brussels -- the requirement that had come from Kosovo Prime Minister Albin Kurti -- and was rejected by Alexander Vuciq.
The Slovak emissary has said the EU has thought that such a thing would be premature, since the document with 11 articles without the implementation part is more a political declaration than a binding agreement.
Our response was that this would be premature. This agreement is not a small thing, but without the implementation part it is more a political statement than a legally binding agreement, so we said let's wait with signature until we have a full understanding and full agreement on how to implement”, Lajcak said in Atlantic Council.
The EU will continue efforts to find reconciliation between Kosovo and Serbia, as well as the implementation plan by March 18th, when the next meeting in Ohrid is scheduled.
The Association of Serb-based municipalities is one of the most problematic topics for which the solution is expected to be seen. Lajcak has found that ten modalities are under discussion.
