Kurti: Those at the meeting will say their word

The country's prime minister, Albin Kurti, has been reluctant to speak to reporters before this meeting until he said those at the meeting would say their word.

Pale Protest Against Association

A source informed by the meeting at the Embassy, meanwhile, has told Periscopi that the meeting was quite cold and that few representatives of the political scene in the country have spoken at the meeting.

Havenier: US thinks it's time to move ahead with Association

Abbott: It's not about creating one-ethnic association.

In his Facebook account, Abbott has stressed that Kosovo is a multiethnic country and will remain as such and that it is not a monoethnic association.

Kurti accepts before MPs that association can be made, but under six conditions

Prime Minister Albin Kurti has talked about the Franco-German plan and association in the country today.

In all the current meetings with the EU and QUINT mediator, I have highlighted our commitment that as soon as possible we can reach final agreement about the Franco-German proposal presented to us on September 8, 2022. We see it as a good basis and are interested in working as intensively as the same is signed by the parties. We ask Borrell to invite you to regular and frequent meetings to advance. The normal state does not discriminate against minorities but protects them as social values. Association derived in principle from the Brussels agreement as such a mechanism can be considered under these conditions from Kosovo:

1. The association should be in line with the Constitution and laws in effect in the Republic of Kosovo.
2. The association cannot be monoethnic, it must change its name, there can be no public (or executive) power, and it should serve only horizontal co-operation of municipalities under the Constitution and the law on local self-government (head 5).
3. The association is part of the final agreement and applies after mutual recognition. And, in connection with the latter, only after Serbia has accepted the principles of the UN Charter in its Interstate reports with the Republic of Kosovo.
4. Prior to the establishment of Association, Serbia's illegal structures in northern Kosovo are wiped out and all illegal weapons are delivered.
5. National minority rights and relevant safeguard mechanisms should include the principle of reciprocity between two respective states, as well as take into account European standards and models.
6. Serbia's president draws the letters sent to five (and others) EU member states for refusing to apply the Republic of Kosovo for EU membership (which also represents violations of the same Thaci-Dacic agreement on April 19th 2013).

Vuciq calls “fairy tales” Kurti's conditions for establishing Association

Escobar: There is no way to avoid association, no agreement between Kurt and Serbia

Escobar said that on each road ahead of the EU-enhanced dialogue, “will have the Association of Serb-based municipalities”.

Escobar said the American position is that the Association will be in line with the Constitution of Kosovo and that it will not affect the functionality of the state, nor of any form like the “Republika Srpska” in Bosnia and Herzegovina.

Stano: EU stance on association remains unchanged

EU deputy Peter Stano has not commented on the conditions Prime Minister Albin Kurti issued a day before forming association. At this level he simply warned that concrete steps are necessary to be brought before the dialogue process on normalisation of reports between Kosovo and Serbia.

I can only reinforce the urgency that the EU devotes to furthering dialogue and implementing the agreements reached, while forming the Association is a part of them”, has highlighted Stano in a written letter to RTK.

Hill says it again: Founding Association Is Urgent Issue

US Ambassador to Serbia Christopher Hill has reiterated that the key issue regarding the fulfillment of the Brussels Agreement is the establishment of the Association of Serb-run municipalities.

He told N1 that establishing association is “urgent need”.
