The EC calls on Kosovo and Serbia to seize the historic chance of agreement: To create the Association

The European Council, under the light of recent tensions in northern Kosovo, has highlighted the urgent need for progress in normalising relations between Kosovo and Serbia through the EU-led dialogue, which is led by the High Representative.
In these conclusions, The EC says Kosovo and Serbia should use the historic moment with the proposal of the plan known as Franco-German to establish relations.
The European Council welcomes the latest European proposal to establish relations between the two sides on a new and stable basis as a historic chance that should be used by both sides, including realising their European perspective”.
But, even in this document released yesterday, the EC requires that past agreements between the two neighbours be implemented, including the establishment of the Association of Serb majority municipalities in Kosovo.
The European Council's “urges both sides to implement fully and unconditionally, the obligations they have pledged under dialogue, including the 2013 and 2015 agreements on the establishment of the Association/United Committees with the Serbian Majority”, the EC concludes.
At the start of this particular EU summit, EU leaders held an exchange of views with Ukraine's president, Voldymyr Zelensky, on Russia's war and European Union support for Ukraine and its people.
This was the first European summit President Zelensky attended personally since the outbreak of war in February 2022. This summit also took place a week after the 24th EU-Ukrainian summit, held in Kiev, Ukraine.
In addition to the Kosovo-Serbia dialogue, the EC approved conclusions on Ukraine, the economy, migration and other issues, including the earthquake in Turkey and Syria.
