Adoption of Franco-German plan, analysts say state leaders in Kosovo and Serbia are hoping the opposing side will reject proposal

Kosovo Prime Minister Albin Kurti, after meeting with emissar Miroslav Lajcak, said Kosovo accepts the European Union's proposal for normalising relations between Kosovo and Serbia and considers it a good basis for further discussions and a solid platform to move forward. On the other hand, Lajcak said after the meeting [...]
On the other hand, Lajcak said after meeting with Kurt that they have discussed “everything” related to dialogue, but that the discussion has been focused on the European proposal.
He reiterated the position that all agreements signed between Kosovo and Serbia must be implemented.
Analysts at RTV Dukagjini have different opinions on those attitudes of Prime Minister Kurti.
Star Hoxha says nothing new is in Kurt's Monday statement.
The “Declaration is quite old: “we accept the European Union proposal and we consider it a good basis for moving further”. The new development is Kurti's conditions for Association and his acceptance by the prime minister. Kurti and Vucinqi have entered a race where they are hoping with their “po” to draw their “no” of opponent”, Hoxha said.
Astrit Gashi says there are doubts that Prime Minister Albin Kurti has accepted the Association of Serb majority municipalities, but there are some problematic points even in the Franco-German plan.
The first “comproms that Kurti made is to accept a plan that does not have the recognition involved. Albin is trying to get Mamush into this association to say that this association is not just of Serb municipalities.
Civil society member Dibran Gashi says Kosovo has shown its inability to exercise sovereignty in the north at the moment it has not been able to remove barricades from its north.
Hoxha says Kurti was attracted by some of the strong attitudes he had in the past.
When green light is given to the Franco-German plan, it is once considered to be a good platform for moving forward. This means that the final deal will be reached later, and we're just starting now. So we're doing the Association and the Franco-German plan is giving us nothing but saving the status quo”.
Former President Visar Ymer says Kurti, with the admission of the Franco-German plan, has also accepted association as one of his points.
The Franco-German script covers all issues, especially agreements signed so far. Kurt may even abandon the Asociation at the end, but with until now statements with the logic of the process, he has accepted Association. The problem is that Kurti is not showing why he failed to achieve his goals because the Franco-German plan doesn't predict recognition”.
Former Prime Minister Dardan Gashi says the Franco-German plan advances Kosovo's position.
“Note as requested is not but all elements of the recognition of citizenship are available. The reality is that. Border recognition is inside. The recognition of sovereignty is. Recognition of territorial integrity is within”, Dardan Gashi said.
