The second of the dialogue with Serbia, Besnik Bislimi, has pressed grave accusations towards former Prime Minister Isa Mustafa, declaring in RTK that he had manipulated public opinion with statements as if it had been his initiative for the 2015 Agreement to go to Constitution.
For Mustaf, anyone who claims to be so, it's about not sound mind.
“I and the Kosovo team have requested and set the condition that the government's decree on the adoption of the Statut to examine the Constitutional Court, and when it finds that the statue is in harmony with the Constitution then can begin procedures for establishing association”, Mustafa told Albanian Post.
The request that the 2015 document went to Constitutional was not the request of the Kosovar side, was the request of Serbia's delegation, because they have said we don't trust Kosovo politicians, but at the moment the Constitutional Court says it's okay you have to do it anyway. It's a manipulation of opinion when Isa Mustafa says I've asked Article to send it to Constitution. In Brussels in the negotiations, I have been told that Serbia has asked for it”, Bislim confirmed.
According to Mustafa, however, Serbia's president, Aleksandar Vucic, not that he has not asked for such a thing, as Bislim claims, but has rejected the Kosovo side's initiative, suggesting that “I am not here to protect the Constitution and the state of Kosovo, which I do not recognise”.
“Later, with our insistence that we cannot make an Association that can be contested by the Constitutional Court, because then the agreement would be worthless to both sides, he has agreed. I think that accepting the authority of the Constitutional Court from Serbia has been a major achievement of Kosovo in negotiations”.
