Kusari-Lila says Association draft can change

The head of the Vetevendosje Movement parliamentary group, Mimoza Kusari-Lila, is convinced that the draft of the Kosovo Serb majority municipalities' statute of association, proposed by Euro-American diplomats, does not create a new mechanism of third government power that could jeopardise Kosovo's citizenship or constitutionality.

However, she says the concerns of the country's leaders are in some respects that could create durability in implementation, so according to her, the government has also addressed comments to dialogue mediators, but for which there is still no response.

Kusari-Lila, mentions the possibility that the draft will undergo changes, so it is most reserved to comment in detail, but underlines that Kosovo's allies -- aside from the US -- have guaranteed that they will not allow the creation of a third governing level in Kosovo.

“We don't talk about any new mechanisms, whether institutional or at the level of municipal level organisation that could jeopardise Kosovo's citizenship or the country's constitutionality. As there are a host of mechanisms and all the time it's been talked about not bringing the situation into which problems arise or undermine constitutional order or defunct the mechanisms assigned to either executive or local level... not absolutely. We don't even have the federal state concept, Kosovo's constitutional order is clear as the parliamentary republic with two levels of governance, local and central. As such, it is not expected and there is no space and opportunity to change. Above all, there are guarantees of partners, or allies in the European Union and the United States of America. When there were demands or insists that this could create a third system of governance in Kosovo, I was present in which representatives of the QUINT states had reactions, contrary to this theory or presumption”, Kusari-Lila points out.

The head of LVV deputies in the Assembly welcomes the publication of the Association draft and its distribution to opposition parties.

Kusari-Lila also sees the statement in search of former Serbian List Deputy Chairman Milan Radojic on the armed attack on Zvecan Banjska on 24 September.

In addition, it underlines that the failure to hold Serbia's elections in Kosovo is the principled stance of Kosovo institutions.

On the other hand, Kusari-Lila also welcomes the petitioning requirement for the dismissal of the heads of four northern municipalities. / KP
