Haziri for Association: The least that can happen is the creation of a third level of power

The deputy chairman of the Democratic League of Kosovo, Lutfi Haziri, says the draft state of the Serb majority municipalities' association, proposed by the euro-Americans, has many problems.

According to him, the main concerns are the reference to Resolution 1244 in the signing of the document, as well as the arbitrage commission.

Haziri also said the least that can happen on the basis of this document is the creation of a third level of power and the internal division of Kosovo.

However, he pointed out that the Constitutional Court should give the latest verdict on the compliance of this draft with the Constitution, Kosovo Preress reports.

We've certainly raised our concerns, from the prembula in the document where the parties are equal in reference. Resolution 1244 in Kosovo is a sleeper document, and only for one reason exists because of KFOR's presence in Kosovo. Now it's back in spite of an international reference agreement, and we've been appointed to understand that this is the first and perhaps chief concern... The next issue we see with much concern is arbitration. The cabinet, which will review all requirements and handle interpretation and bypass the judicial system, the judiciary institution in Kosovo, all its steps and, of course, the title that is the Ministry of Management of Local Power as the minister of the line that includes the government. These two issues are the two we've raised as concerns, but there are other problems... The smallest is the third level of power, and the smallest as expectations is Kosovo's internal partition, according to this document. That's the least that can happen. But in implementation, in detail not only did the EU hide many issues and the interpreter of this agreement. The EU will be the implementing body for the first two years, in some professions for five years, not only overseers but also builders and performers, as well as performance authorities”, Haziri said.

While commenting on various statements by the heads of state for the draft Association, he said the same are deliberately making different statements publicly to create confusion, but are essentially in political position.

The “Three or troika in Pristina, which included the prime minister, the prime minister and president, have distinct positions in public, but at the heart of it I believe they are a political position. There is no need for Kosovo to continue to tire politically with such statements, creating confidence and giving false hopes. Either there's a deal or there's no deal. Presenting the agreement has, Kosovo's prime minister has accepted the draft board and has stance on that issue. Reasoning and detail has not given, but let's say this is a position. The others that come out with statements are cacophony and no more”, the LDK deputy chairman stressed.

According to Haziri, the sequence of implementation of the Brussels and Ohrid Agreement is taking place on the ground.

He cited the issue of vehicle and energy license plates as the initial phase, while said they are now waiting for the Government in terms of association.

“Secuation of the Kurti-Vucciq agreement is taking place in implementation. The vehicle plates are taking place on Belgrade's leave, practically the agreement is being implemented that includes documents, and you know a recent EU stance regarding the passports of Serbian citizens living in Kosovo having an identifying mark as Kosovo citizens will be accepted in the process of liberalising equal visas with the Kosovo passport, without any kind of process or assessment of that document. What is most important is that the agreement between KEDS and Elektrosever took place regarding the implementation of the energy agreement. Practically some sort of implementation has begun and rationalities no longer have... Now all expectations are that the Government should step forward. Are there comments or not the government has left in the mist since you know last time Mr. Bislimi was told not to speak of draft status or comments, but of sequence”, Haziri said.

He added that the LDK would respond positively to President Osmani's invitation to discuss the draft association of Serb majority municipalities.
