The list of winners of this call is published on this year's MKRS page on 29 November.
“Gran Fest” is the only international festival in Kosovo dedicated to graphic novel.
This organisation, which is a beneficiary of subsidies for cultural support, is called the Institute for Art ProARTE. Jakupi is also foreign adviser for cultural and media issues contracted by the Ministry of Foreign Affairs and Diaspore (MPJD), with a monthly salary of 7,500 euros, with a year of duration, meaning 90 thousand euros a year.
Meanwhile, according to data from the Electronic System of Nongovernmental Organizations, the Institute for Art, ProARTE Institute established in 22/02/2021. Founded in Kosovo by Gani Jakupi and Majlinda Bregasi, while now led by Ensara Haliti.

MKRS beneficiary list, listed number 14 is ProArt Institute
Its founder, Gani Jakupi, in a conversation with KALLXO.com, said that these 20,000 euros were earmarked by the MKRS for the edition of “Gran Fest” for 2024. This year's edition, however, is funded by the Pristina Community, the Italian Embassy of French.
“Bord has to decide when the 2024 festival is to be held, but certainly by the end of May this year it's been delayed for objective reasons, it has several administrative issues, that we have the previous one in September, but we've been cancelled two days before” Jakup said.
Jakupi said the money didn't all enter his pocket after it was separated for the needs of the festival. <x)

The organisation's data captured by the electronic system of non-governmental organisations.
According to him, because of the many commitments he has last year as foreign adviser to cultural and media issues, his team will handle the festival more.
For his commitment as adviser, which made a fuss because of the high pay, Jakupi says he is trying to build Kosovo's image in the non-recognising countries of Kosovo citizenship.
There are many more I can't expand. That here's where we have to do lobby, the meetings are just superficial. There are organization, there are logistics. The reason I'm contracting is to improve Kosovo's image in the Western world. And as I get it, I don't have the right to talk under the” contract, he told KALLXO.com.
Jakupi said that the results of his work as foreign adviser will be seen in the end when he completes his reports. Because according to him, what he publishes on his social networks is just a facade.
I've left all my business at the moment, and I'm dealing with it exclusively. I've done these pro-bond missions before. But now you make reports that someone fixes them. I just had a project with the Koreans, but when I was offered to represent Government, I only went through this case”- Jakupi added.
And as soon as he manages to lobbie in these countries through culture and art, Jakupi said he's got good results from non-recognitional countries, but that everything will be revealed through reports.
Foreign Affairs and Diaspore Minister Donika Grovalla had said Jakupi is committed to a contract that according to her is based entirely on Kosovo legislation.
“Gani Jakupi does not get a salary from the Republic of Kosovo, is not an adviser to Donika Gervala, Mr. Jakupi has a specific project that is based on the legislation of our country that is seen in Kosovo's budget, and under the contract, the project provides its assistance”- Gervala added.
KA LLXO.com has requested redequired through access to public documents in this contract at MPJD, but 13 days of the same have returned no response.
This contract was signed on 20 June by the Kosovo Embassy in Brussels, represented by Ambassador Agon Bajrami. The contract is five pages, containing the main three-page section and two with one annex-contact, is binding on Gani Jakup to engage mainly in: Meetings with journalists, artists, festival directors, etc.
KA LLXO.com has investigated that the nongovernmental organisation founded by Gani Jakupi has also benefited in 2021 from the Ministry of Culture, Youth and Sports, the Department of Culture to provide public financial support for funding projects of NGOs from the Economic Resurrection Pack at the Department of Culture and Cultural Heritage.
In this call, non-governmental organisation pro ARTE Institute has benefited 6,000 euros, with the Gran Fest 2021 project on the topic of edition, “Women Empowerment Through Art”.
