No draft proposed, now Conjufca says the EU was not supposed to make drafts for Association

Kosovo Parliament Speaker Glauk Konjufca said on Friday that the Western demand for the establishment of association would not be met, unless the international community pressure on Serbia on steps towards recognising Kosovo. He said in an interview for Voice of America that Kosovo has been handed over to a version of the Association draft [...]

He in an interview for Voice of America stated that Kosovo has been handed over to a version of the Serbian majority municipal association draft, which according to him is not the best step the EU has made.

It is true that Kosovo has been handed over to a version of the Serbian majority municipal association draft state. I don't think this was the best step the European Union has ever taken. In fact, the European Union had no right to propose such a draft. The normal order of things is for the Republic of Kosovo to present it in such a statute. This was also the position of our government, a very fair and principled position, which I support”, he said.

Conjufca's goal said the EU has rushed when it has proposed a statute taking over a competence to Kosovo, as it does not belong to the EU.

“As for the European Union, I may be trying to explain why they have rushed to propose such a statute. This is mainly about the fact that the process might be stuck. The Ohrid Agreement was not signed on Serbia's part. Then came the terrorist attack and the act of aggression on Kosovo in the village of Banjska on 24 September. Then the international community realised that perhaps for a very long period, it will block the political process and the dialogue process with Serbia. For this very reason, they have rushed to propose a statute, taking over a competence to the Republic of Kosovo and the state of Kosovo. This does not belong to the European Union. Nowhere, in any creditary document on which the entire negotiation process is based, it is not said that the proposed association statute of Serb majority municipalities is the competence of the European Union”, he said further.
