Renowned Kosovo Institute is preparing criminal speculation against Pristina chairman, Rama Progress

Institute of Science and Technology, INSI, has warned the Pristina municipality and Chairman for Progress Rama that they will soon make criminal charges against them.

For this, INSI, the day before, has sent an email to the municipality and the mayor, in which it is required to be announced and explained why this Institute is being expelled, according to them, without right from several Pristina municipality tenders.

“We have information that continued legal violations with the sole aim of our institute not being a winner of tenders are being done at the order of the mayor of the municipality”, said in the email that INSI has sent to Mayor Rama and other municipal officials.

In addition to blaming Mayor Rama, who personally belongs to the expulsion of INSIU from the tenders, other causes that are forcing the Institute to think of the criminal defaming of Rames and Komunes are mentioned in the INSIʹ enamel.

Elimination from the race for banal reasons, procrastination of continued legal violations during the tenders' assessment, are the causes for which INSI is preparing criminal speculation against Komuna and Mayor Rama.

The violations and injustices that have been committed to us as Institut from the Pristina municipality are made up of criminal acts according to the Kosovo Penal Code”, it is said among other things in the INSIA email.

What tender of the Pristina municipality is in the INSIU?

During this year, the Institute of Science and Technology applied to two tenders, the one for “Mister plan for regeneration of the Kolovica neighbourhood -- Ritender”, and in “Consultative services for planning, promotion and functioning of the industrial park in Pristina”.

In the Komuna's assessment of the tender for Lagen Kolovica, INSIU's offer, even more favourable in the bidding price, was rejected.

According to the INSI '%s' paper, in the “Master project the plan for regeneration of the Kolovica Riftener”, offers were opened on June 23rd, and contrary to all the pre-lawed deadlines, for the next three months INSI had not accepted even one tip from the Community for this activity.

After all this waiting, in a second attempt to receive an answer, INSI on September 18th submitted a request to receive information regarding the process of this tender. The institute had received no answer from the municipality, which is headed by Rama Progress.

Ten days after INSI's request, the notice was issued from the municipality, which became known that INSI was eliminated from the race.

“You have not submitted the nominated Diploma to the proposed expert for this position, as well as to the Master of Social Sciences Biology we have not submitted evidence according to the request of the work contracts for the previous years (like reference evidence)”, says the reason for the decision to eliminate INSIovski from the tender.

Given the documents for this tender, it is clear that this criterion has not been required in the tender file. As the letter sent by INSI, the reason for their removal from the race is in complete opposition to the Procuration Law.

“The provider will not be verified or excluded from the procurement procedure on the basis of any requirements or criteria that are not specified in announcing the contract/doning of the tender”, the INSI Procuration Law quoted.

Even in the other tender, the one for “Consultative services for planning, promotion and functioning of the industrial park in Pristina”, INSI applied on June 30th this year, while the opening of financial bids has taken place on September 06th.

Since the opening of the bids, nearly two months have passed, and according to INSIU, the municipality has not yet come up with any information to announce where the process lies.

INSI had also tendered in two tenders initiated by Pristina's Municipal Assembly during 2022. Both of these activities had been eliminated from the race. At the time, the reason for the elimination was that “the manager proposed by INSI is with the urban profession rather than the engineering or architecture engineer”.

Even then, the engineer proposed for the manager, according to INSI's letter, has been in full accordance with the demands of the tender file reporting.

All these cases, summed up in a letter, Institute of Science and Technology INSI has sent it to Pristina Mayor Progress Rama, with a request to reconsider these tenders.

By no means! INSI has suggested in the email sent to Rama Progress that if there is no legitimacy established, you would seek criminal responsibility in these cases.
