With capital investments, the Ministry of Culture is at odds. If cultural and cultural heritage projects alone were cut off, budgeted there were 22.6m euros in investments. It's been spent 2.5 million. At the “Progress”, zeros dominate. It has pledged 12 million, but calculated according to the billboards, with all the expenses of the pledges, to capital investments in culture and cultural heritage of the MKRS “produce <x3m euros. Investments have long been transformed into names of projects, which are carried on lists each year

Project for the opera and ballet theatre object “Dr. Ibrahim Rugova” example of failure now 15 years old is at the top of this year's capital investment list. In fact, with 2.1m euros untapped at all, it tops the capital investment failures of the Ministry of Culture, Youth and Sports this year.

Through the nine-month financial report signs, recently published by the Ministry of Finance, Labour and Transferences, “can be read” The way the Ministry of Culture managed the budget and the Ministry of Culture. He's miscalculated with the category of capital investments. In all, youth and sports for nine months in capital investments has spent only ten percent of the previous budget. Translated into figures, of 32.7m euros in the category of capital investments, from the first day of January to the last day of September, it has spent 3.2m euros. If cultural and cultural heritage projects alone were cut off, budgeted there were 22.6m euros in investments. It's been spent 2.5 million. At the “Progress”, zeros dominate. But calculated according to the billboards, at the expense of pledges, to capital investments in culture and cultural heritage, the MKRS exceeds 8m euros.

Of 176 projects in culture, 150 with zero progress

In the field of culture and cultural heritage, the Ministry of Culture has listed 176 capital projects this year. Of them, no less than 150 projects, for the nine months of this year have marked zero progress, which it would have spent no methelics until the end of September. In total, 26 projects have marked progress. Of the entire list, only seven projects have used the budget 100 percent. There are mainly minority projects such as the KLA Witnesses' Memorial at Penumh at 90 thousand euros, the Iunuzaj Family mill in Senik of Malisheva with 22 thousand euros, the Tafolklaj Family Tower in Sdarchka with 3 thousand euros, the Isniq Tower of Sylla Tahirsylat in Isniq with 10 thousand euros, Gorani's Dican at Peja with 2 thousand euros, Jamaica in Carrabreg with 25 thousand euros, and the establishment of the Idriznd Street event at Snderj with 7 thousand euros. There are other projects with progress up to 90 percent but that are mostly small.

“Djegia” of a third of the capital investment budget

In the list of capital projects, except for the facility of opera and ballet theatre “Dr. Ibrahim Rugova”, without budget funds spent of 2.1 million, it figures in the budget and has no means of commitment for the last quarter of the known projects that for several years are carried, is also the one for the Museum of Contemporary Art, an idea now 23 years, which 16 years ago had ideas and parcel projects. In the last week of October, the one called the founding concept was introduced. Less than three weeks ago, the goals were said to be for the museum to be inaugurated in 2028. In the nine-month financial report, the budget has not been used, while 10,000 euros have pledged. Another project that stands out is for the renovation of the Kosovo National Theatre. Of the 100 thousand euros, not only has no euros been used but they are not even pledged to confirm that this job is closed for this year. With the reasoning that it poses danger, the MKRS closed the TKK target in June of last year. The TKK symposium is working in the Amphitheatre of the Palace of Youth and Sports, while that of the Kosovo National Ballet in the asamble facilities “Shot”. In fact, the latest tests are kept in private rooms. This year's April was warned as the start of the restoration, but seven months after there is no movement. In this year's spring, contracts for “realisation of the research for the Kosovo National Theatre building, part of the TKK conservation and restoration project, as well as the preparation for drafting the TKK project for renovation”.

About a month ago TKK employees through a closed presentation were unveiled an idea project for the TKK building. It's also about changes from outside to the back, and that's why the Kosovo Institute for Protection of Monuments needs approval.

Projects like these are just examples. Figures give another confession.

The Ministry of Culture, Youth and Sports will start engines in the last three months, and budget pledges are spreading it. Of the 176 projects in culture and cultural heritage, without equipment commitments, there are 37 projects. It's translated back into numbers. The MKRS has pledged 12m euros. Nevertheless, not a few million capital investments turn around.

With 2.5 million spent for nine months and 12 million pledged, from the 22.6m budget of capital investments in culture and cultural heritage, “exceeds <x1m euros.

On Tuesday, the Ministry of Culture has not answered TIME questions about those stemming from the nine-month financial report of the Ministry of Finance, Labour and Transfers. What, according to the MKRS, has contributed to this low percentage, what causes major projects such as the renovation of the National Theatre's facility considered urgent, have not even started, and if there is a change in the dynamics of capital projects, there have been three questions sent out. MKRS. COHA has not received answers until late Tuesday.

The Ministry of Culture's total budget for this year has been 62.8m euros. For nine months it has been achieved to a degree of 35 percent, including wages and additions that lead with a feasibility of 70 percent, goods and services, municipal spending, and subsidies and transfers.

Cultural stage protagonists in Kosovo have stressed that the Ministry of Culture has no courage and knowledge to deal with the work of capital investments. While the MKRS uses the budget, the infrastructure is miserable. In the field of cultural heritage, access is quite old.

“works as if we were in the years

Dramaturg Jeton Neziraj has optimisticly launched his comment on the low percentage of spending the capital investment budget. But he's already got into trouble. First, they also shared subsidies.

While there has been significant budget growth for the independent cultural scene, something that should undoubtedly be considered significant progress .M.RS continues to be mired in other more complicated areas, such as managing those funds and their distribution. We are at the end of the year and a part of the winning grant organisations for 2023 have not signed contracts for their projects for 2023<18x1>, reminded Neziraj, head of the “Multimedia” centre in Pristina, before it stops on the issue of capital projects.

It's a capital énerv that MKRS hasn't treated at all, has had the courage and no knowledge to confront: capital investments and cultural space creation, especially in Pristina. And so, cultural spaces have come contracting these years and cultural scenes, despite budgetary growth, have been hunted down in rounds and margins, operating in miserable conditions”, Neziraj said. According to the popular playwright, dramatic is the situation in this regard.

The capital is suffering the absence of cultural spaces, not for lack of them, but for lack of the MKRS will, but also for the Pristina municipality. And so, today, in Pristina, we don't have any decent theater that has solid infrastructure”, he described before a cut set of findings: ” we work as if we were in the years of '90s, margins, floors and basements”.

Optimistly, Sali Shoshi, leader of the Kosovar Foundation for Cultural Heritage Without Borders, has started his comment too. CHWB Kosova”.

I think that in the field of cultural heritage the current government has tried to develop a new dynamic work, especially in completing the legal infrastructure, which has been incomplete since the adoption of the Cultural Heritage Law in 2006. We have also seen a new dynamic in emergency intervention”, Shoshi said.

New Dynamica With Old Policy

But all this new dynamic, according to Sali Shoshi, has developed through outdated policies initiated since the post-war.

Currently, 25 years later, Kosovo needs a new vision of cultural heritage, turning it into development resources through creating new opportunities for local communities, cultural organisations and tourism businesses”, he has said. This vision has said it must ensure a inclusion of cultural heritage in space planning policies. The old “city areas, rich cultural heritage villages must be protected through policies and conservation plans. We have seen that in the absence of these documents many historical areas have been transformed by losing their history”, Shoshi said.

And documents as a nine-month financial report testify that the Ministry of Culture has still found a vision of capital investments.
