The European proposal for the Association balanced: EU is waiting for Kosovo, Serbia to move forward

A new European proposal for advancing implementation of the Agreement on the Road to Normalisation is already on the Kosovo and Serbia table. What Kosovo is urgently asked for has been the establishment of the Serb-run municipality Association. However, the content that has been handed over to the parties continues to be a secret. Prime Minister Albin Kurti also spoke about it during the report in the Parliament on dialogue, where he said he was asked not to speak in detail. According to him, however, the draft is in line with the Kosovo Constitution.
This draft has been declared for RTK with European Union officials. EU spokesman Peter Stano stresses that at the 26 October meeting in Brussels, the parties have accepted the European leaders' proposal.
“They submitted a new balanced European proposal for establishing the Communist Association and insisted that the parties begin implementing it. This would advance the normalisation process and ease the risk of escalation and new violence. At the meeting, the parties signalled the provisional readiness to accept this European proposal, but both had preconditions to be unacceptable by the other side. We expect this readiness to lead to implementation without further delays. The preconditions are not acceptable”, Stano said.
On the other side of some media in Kosovo are published material in which they are allegedly part of the proposed Association draft, but the same are exposed by government officials. While the EU says the document delivered is not public.
The EU's “Proposal has not been made public as diplomatic efforts are under way and we never pass official documents under discussion, as it is normal practice in international mediation. It is also our old policy not to comment on supposed leaks or media reports claiming to have seen or published the document”, Stano added.
Furthermore, the EU stresses that both sides will be assessed on their individual implementation performance.

Former Prime Minister Avdullah Hoti, this morning, has delivered news published days ago by the American medium “Fox Nese”, where, among other things, European Commission President Ursula von der Leyen reportedly called for de facto recognition and autonomy for northern Serbs. Hoti has called for the reaction of Prime Minister Kurti and President Osmani, writing that if this is not true, Osman and Kurti must be exposed
This news has been responded to by the Government of Kosovo. Government spokesman Progress Kryeziu has said that at the moment it is unclear whether the news in the American media refers to a direct quote by European Commission President Ursula von der Leyen or is his interpretation of the media on President Leyen's statements.
What we want to stress is that Kosovo has neither accepted nor agreed on any autonomy. We have shown our readiness for maximum respect for the rights of every member of communities, according to the Council of Europe standards, where our Republic will be joined; but never autonomy, defunctionalization, fragmentation, or anything else that does not allow the Constitution of Republic”, Kryeziu said.
And, Serbia's president, Aleksandar Vuciq, has said once again tonight that he will not recognise Kosovo's independence, and that he has said in front of leaders of the European Union and three states, France, Germany and Italy.
Vuciq has stated to the south that Emmanuel Macronin, Olaf Scholz, Giorgia Melon, Josep Borrell and Miroslav Lajcak “I have said in my face that Kosovo's recognition of independence does not come to the expression”.

However, the Serbian leader says they are not asking for recognition of Kosovo, but that at the last meeting in Brussels they have asked me when he will sign the agreements reached.
They say you have this opportunity, do you want to sign it? I don't want to. It's not easy to say that because these are serious people, countries responsible for the fate of Europe...”, he added.
Asked if threatened, he replied he would not lie if he says they are threats, because European leaders do not use such a dictionary, but that he understands very well that Serbia can face certain consequences.
