Waitings EU emissary Miroslav Lajcak, for an agreement within the first part of this year appears to be a bit realistic based on all the problems that have accompanied the negotiations process through 2022 and the enormous strain of Kosovo-Serbia reports during the second part of 2022 that had potential for espass.

Despite the departure of barricades and the calming of the situation in the north of the Republic of Kosovo, the European Union still does not have any date for restarting dialogue.

In a response to the Journal Express, European Commission spokeswoman Zoe Muletier has said that if there is a meeting she will make it public when appropriate.

“As always, we will announce every next meeting of the Dialogue when it is appropriate”, Muleter said.

However, Slovak emissary Lajcak expects much work during 2023. One of the most complex issues is the Association of Communities with the Serb Majority, which Serbia is earnestly seeking, while international pressure towards Kosovo to establish is huge.

In the face of Serbia's call and international pressure is Kosovo Prime Minister Albin Kurti and his opposition past built on a continuing and powerful opposition against the Association, which Vetevendosje has also named as “Zajednica”.

The other issue that will burden Miroslav Lajcak's “follder” is also the issue of license plates, for which an agreement has been reached in Brussels, yet the problem of cars with illegal license plates that continue to circulate within the territory of the Republic of Kosovo has still been defined.

The goal of a quick deal supporting France and Germany will also impede the situation within the institutions of the Republic of Kosovo, taking into account the mass removal of Serbs from the justice system, the Government and the local level.

There have been ongoing calls from the United States and Brussels for their return to institutions, yet there has still been no step in this regard. The situation makes Kosovo Prime Minister Albin Kurti's decision to appoint Nenad Rassic to the position of Minister for Return and Community, which he held by the head of the Serbian List, Goran Rakiq.

The Serbian list has warned that such appointment will lead to the Constitutional Court of the Republic of Kosovo.

In April 2023, the institutions of the Republic of Kosovo will try to organise again local elections in the four northern municipalities of the Republic of Kosovo, as the first attempt failed and was postponed even at the request of Western allies. It is expected to be seen how such a development will go, since Serbs flatly refuse participation in the elections and will most likely be impossible for them to be organised without any preliminary political agreement, as happened with the removal of barricades.

Despite all these problems, with the aim of the resumption of dialogue and the return of Kosovo and Serbia to the dialogue table, during this month in Pristina and Belgrade are expected to launch key Scholz and Macron advisers.

That they will come to Kosovo days ago, the country's president, Vjosa Osmani, has confirmed.

“Yes, I believe in the first part of January will come to Kosovo. I believe at that meeting the U.S. Emissary” will join, she declared.

In Pristina, meanwhile, one of the close peoples of American Secretary of State Derek Chollet is expected to come to Pristina, who cancelled his visit in mid-December because he had resulted in positive results with Ovidius.

Cholles in his announcement has warned that his visit will be completed in the first part of 2023.

Brooke and Washington's goal this year seems to be to convince Kosovo and Serbia of implementing the agreements that have been signed.

The European Union and the United States of America in the joint communiqué that have issued on the barricades issue have suggested that all obligations taken under the dialogue process must be implemented fully and without delay.
