We are originally based on three key documents for drafting or drafting this wood. The first is actually the law on ratification with the 2013 agreement because it is important to note that Kosovo has taken an international obligation through ratification of this agreement to establish the association”, Osmanaj said in Klan Kosova.
The second “is the principles, the key elements of the 2015 agreement, and the third is the Constitutional Court's decision on the 2015 accord, respectively.
Osmanaj underlined the international obligation Kosovo has to establish association.
It is important to assume that the Constitutional Court's decision at any moment has no option that it should not in any way or in any circumstances be established asiociation. In fact, the decision states that the association should be established because Kosovo has made a commitment to the ratified” agreement.
The “Association should be established because Kosovo has taken a covenant with the ratified agreement, however, has given some conditions or lines that some violations should be avoided, some sorrows that need to be regulated and taken into account when the statute” is drafted, he added.
We remember that in a draft status published Monday by German organisation Friedrich ch-Ebert-Stiftung (FES), provided that the Association of Serb majority municipalities in Kosovo is formed in accordance with the Constitution and the Kosovo legal system.
Made up of 7 chapters and 18 articles, this draft provides for the establishment, organisational structure, relations with central authorities, legal regulation, budget, as well as other aspects of the functioning of this association, including symbols.
For its establishment, Kosovo and Serbia have reached agreement in 2013, under the dialogue for normalisation of relations, held in Brussels.
Despite the pressure of the international factor, Kosovo, so far, has not implemented this agreement. Prime Minister Albin Kurti, on several occasions, has reiterated that one-ethnic associations cannot be formed in Kosovo. /Periscopi/
