The ministry acknowledges the violation, returns the Hysen Durmish Homies tender to re-evaluate: Some concessions have been made

The MMPHI procurement office has admitted it has committed legal violations when it recommended contracting companies for several tears of this tender. This adoption of the violation, the ministry has made it in demand for review of the complaining companies.

In the race for tender, there have been 28 subjects (consumings and single companies). 15 of these were recommended for contracts, several consortiums were also recommended for two contracts. By no longer agreeing to that decision, a record 16 subjects have filed complaints of review at the ministry. The ministry has turned negative answers to 13 company consortiums, dismissing complaints, while three have approved complaints.

Thus, the procurement decided that five (5) parts of the tender would turn into re-evaluation once again, since it acknowledged that it made legal concessions.

The ministry has made a statement when it recommended the contract with Deputy Prime Minister Hysen Durmish, who was authorized for the “Prishtina -3” contract, where the companies “Kosovo Asfat” shpk, “AAB Construction” shpk, N. N.P. “ndering”, “Urban O. P”, “Adnan BI”, “Premium-ks” shpk. The value for a year of 484, 574.20 euros, or for three years, 1m and 375 thousand euros. Owner of company leader “Kosovo Asphalt” is owned by Bujar Shaban's son, Hysen Durmish's dost.

The ministry has not indicated what the violations it has committed, namely the conditions that have not met companies when they are recommended for the contract, but only said concessions have been made.

“MMPHI as contracting authority after accepting the application has reviewed the validity of all complaint parties claims. MMPHI, during reviewing the complaints of economic operators, notes that several concessions have been made to the OE group -- recommended for the contract -- at Pristina 1, Pristina 2 and Pristina 3.
