750 thousand euros for one software: The suspicious contract by Pristina Parking '%s' for the company allegedly blowing the prize

“Parking management services for NPL Pristina Parking sh.a”.

Regarding why no contract has been signed with open bid, but has been invited just an unknown company in the software market in Kosovo, Periscop also asked questions in “Prishtina Parking”.

Given that the regular contract has been met and taking on the basis that software licenses have been installed by this Economic Operator, then the Accounting Authority should use the negotiation procedure for obtaining the exclusive services this Economic Operator offers. By law, we have announced KRPP for this tender procedure”

Nevertheless, there are dozens of companies on the Kosovo market that have been able to offer the same service, although the company in question says it has installed software.

Under the Public Procure Law, the contractors could continue to negotiate contracts unless additional work has been presented in the same procurement activity, otherwise it is not binding. This is a new contract. Despite this, the law allows it to use “negotiated procedure without the publication of the contract announcement”, even in new procurement activities.

Periscope has sent questions to the Public Procubation Regulatory Commission to find out if this procurement activity is monitored by this institution, and if it was in harmony with the Public Procure Law, namely the article that allowed the signing of negotiated contracts.

KRPP has returned, quoting All the Law When an institution can link negotiated contracts, but has not indicated, if the procurement of “Pristina Parking” has provided the necessary facts on these provisions to proceed with such procurement activity.
