Citing American intelligence, National Security Council spokesman John Kirby said Russia is currently setting the stage for annexation.
Ukraine's conquered regions could hold false “referenda for joining Russia as of September, he said.
Russia annexed Crime from Ukraine in 2014 following a referendum that was widely considered illegal.

He accused Russia of installing illegal pro-Russian officials to run Ukraine's occupied regions, aimed at organising referenda to become part of Russia.
Vote results will be used by Russia “to try to claim annexing Ukraine's sovereign territory”, Kirby said.
Russia has already installed its regional and local officials in parts of Ukraine that it has occupied.
The crime was annexed by Russia in 2014 following a hastily organised referendum considered illegal by the international community, in which voters chose to join Russia.
