New Kosovo Assembly Policy Adopted

The Kosovo Assembly has adopted new labour regulations in the second reading. The same was supported by all parliamentary groups, though some MPs showed their hesitations for constitutional violations. Through the new constitution regulation, according to Vetevendosje Movement MP Adnan Rrustem, the MP's role is strengthened, becoming the best organisation of plenary sessions and parliamentary commissions.
This draft also means the complex of this act and its approval. We don't know that it's the ideal draft, but it's the best possible to consider all the factors that convey this process”, he said.
Supporting the same was given to the Democratic Party of Kosovo, through deputy Blerta Deliu-Codra.
“As the PDK not only did we participate in the processing group, but the contribution of The PDK during drafting the new regulation has been significant. We should treat it as a permanent act of the Parliament, regardless of our political, position-opposy positions. Adjusting is not a status document or opposition”, she said.
The new regulation, Democratic League of Kosovo deputy Driton Selmanaj, saw it as a solid document that improves parliamentary life.
“We have managed to draft a solid document, I don't say that ideal work has been done, but it will help us not to have obstacles to the implementation of our mandate as deputies”, Selmanaj added.
Support also offered the Alliance for the Future of Kosovo's Parliamentary Group chief Besnik Tahiri.
The adoption of this regulation is the achievement of the democratisation of the Parliament, but also the strengthening of a mandate the people have given us. That of monitoring and legislative role and, above all, functioning of this Parliament”, he said.
Following positions on behalf of parliamentary groups, LVV deputy Doarsa Kica-Jeli sought to include the obligation to vote on MPs.
“should not be in the MP's discretion to choose to vote or not, but the MP must have the vote binding”, she stressed.
The same line was shown by LDK deputy Driton Selamanaj, who, said staying in the Assembly and not taking part in the vote, is a reverse practice.
“As it comes from the opposition and it's an instrument of opposition that we don't vote and hinder position, I've said we should owe (the vote) because there must be a regulatory emancipator character. Let's stop this backwards practice that's been put in the Assembly. We all have to agree, stay in the Assembly and not take part in the vote is a reverse practice. If you want to block the quorum release session, but you have to say that this practice has been decided as long as you were in the opposition, President”, he said.
Meanwhile, PDK Parliamentary Group chief Abelard Tahiri expressed his dilemmas that at some point, the new Parliament Rule may be in conflict with the Constitution.

If you have the attention of Article 94 in the no-confidence motion, here with the new regulation, with 40 deputies' proposal you can take no-confidence motion for the prime minister. I think that's against Article 100 of the Constitution. It envisions no-confidence motion against the government, rather than Prime Minister”, he said.
LDK deputy Kujtim Shala also addressed the note, even proposing that a third reading be made for the new Parliament's regulation.
Therefore, a third reading is required. Following procedures and avoiding controversy and overcoming some uncertainty”, Shala underlined.
After the regulation's approval, the Assembly closed the works of the plenary session, the same will continue tomorrow with other agenda points.
