Serbian government media publishes documents: Albania lobbies for Kosovo's admission to KiE

Kosovo's “Republic is happy to announce the membership application already supported by a large number of KE member states. Recent talks with members of the Parliamentary Assembly have shown strong support for that membership”, the document says.
Following this “non-paper” published by KosovoOnline says Kosovo's application for membership in the Council of Europe does not affect the decision of states that do not recognise Kosovo.
It also mentions the example of Switzerland, which is not a member of the UN but is a member of the KiE.
The Council of Europe's legal position has never been that a state that is not a member of the United Nations cannot become a member of this organization. Otherwise, Switzerland's membership, which took place in 1963 in the Council of Europe has been a member of the UN by 2002”, is said in the document that has been distributed to KE member states.
Kosovo has applied 12 May for membership in the Council of Europe. Application at Council of Europe headquarters in Strasbourg has made Kosovo Minister of Foreign Affairs and Diaspore Donika Grovalla.
