According to Serbian media, Putin has declared that it was accepted before international institutions at the time of Kosovo's independence, that she did not need to ask another state to declare independence, as it was in its right to do so.

“Dnejetscu and Luhansk did the same. They needed to get permission from Kiev authorities”, Putin declared.
