Putin First Accepts Loss of Russian Troops in Ukraine

By decree, Putin officially acknowledged that among those killed in aggression against Ukraine, which Moscow describes as a special military operation, were members of Rosgudia.
It is a formation that is directly responsible for Putin and was founded in 2016 to suppress antigovernmental protests.
Western analysts have interpreted the deployment of Rosguard members since the beginning of the war as a sign of Moscow's mistaken belief that it would soon invade large cities, including the capital Kiev, where Rosguard would play a role in maintaining order and suppressing protests.
However, Russian forces had to withdraw from Kiev and Ukraine's second largest city, Kharkiv, so that now the hardest battles are under way in eastern Donbas.
Russia announced on March 25th that 1,351 Russian soldiers were killed and 3,825 were injured. Ukraine and Western governments believe the number is now much higher.
