Ministry of Infrastructure sends for signing problematic highway maintenance tender

The tender “maintenance of the A7 autoway (Ibrahim Rugova) Ilot 1 and Ilot 2 and the maintenance of the A6 highway (Arber Xhaferi) Ilot 3 and Ilot 4”, expected to become powerful within a few days.
The contracts, which will be valid for three years, have been submitted to companies suspected at the beginning of being chosen in opposition to the law.
Periscope has secured a document showing that a draft contract was sent to companies this Friday for signing for the Highway Manager's tender.
The contract has been submitted to them for signing, by the procurement manager, who is still not exactly known whether it is Ndeficim Mustafa, or Nexhat Krasniqi.
The contract draft document is in charge of the E-procure electronic system, in which few have access.
“About the “winter maintenance of the A7 autoway (Ibrahim Rugova) Ilot 1 and Ilot 2 and the winter maintenance of the A6 auto (Arben Xhaferi) Ilot 3 and Ilot 4”, the Ministry of Infrastructure changed the status of the document: The contract bill.
The new document statue is: Approved by both sides (Communication Authority and Economic Operators), out of 24.6. 2022, 11:07 a.m.”, the document's description appears to be loaded with draft contract.

This document says that the <x0 text details are available in the electronic system of public procurement. Even so, Periscop has seen that such a document is not being set up in the E-procure electronic system, in this procurement procedure, namely, at “my messages”. Even if it's set up in the system, it can only have access to companies that have been sent to sign and manager of the Ministry's Procurement.
On E-procurement website, the last document to be charged with this procedure by the ministry is the tender review after companies had filed a complaint with the Procuration Research Organisation a few days after the ministry had recommended contract for four tears (parts) of companies.
On the other hand, the ministry does not allow access to any information about Periscope concerning this tender.
On April 24th 2022, the ministry has made “Non-convention on the decision of contracting Authority”. This means that the announcement of companies recommended for the contract has been made:
Lot 1: Group of companies with leaders “Lake Company” KPS & “Lake Trade”
Lot 2: Group of companies with company leader “2A Group” KPS & NNT “ABC” KPS & “B CORP” KPS & “J U n BICA” KPS.
Lot 4. Group of companies with company leader “Arbotec” KPS & “Arbotec GMBH” Dega in Kosovo.
Periscope has made several reports on which he has cast doubts about favouring certain companies. Some companies in the Procuring Organization have even complained under the claim of violations of the law. Taking advantage of media reports, Minister Aliu had decided to engage the audit unit to see how the process has worked out.
At the end of last week, Periscope reportedly has already submitted the report and there have been found. On the other hand, the OSHP was made with a board of directors just a few days ago.
