Kurti has said in his speech that the government from the beginning of the mandate has worked on building mechanisms affecting the advancement of the budgeting system and spending to establishing internal controls to ensure good management and accountability.
“In this direction, we have worked on the concept of public finance management, which marks the first step towards advancing legislation that is related to strengthening the current public finance system and addressing shortcomings in current administrative architecture”, he said, according to the Government Community.
Kurti has said that “as a result of record budget revenues”, the General Grant for the municipalities has seen 32 percent increase.
So we have about 255.2m euros more budgets separated from the central level for the municipal level. And in this Commission, we also passed new policies like the engagement of 59 career consultants in lower high schools, increased the number of assistants for children with special needs in 500, increased 30 TI professionals, increased the number of health personnel in primary health staffs of 299 professionals, and enabled the feasibility of visits for pregnant and children and persons in non-licitative care, Kurti said.
Finance, Labour and Transfers Minister Iron Murati has spoken of re-enforcement of the legal framework for public finances meant to ensure better and more responsible management of public money. Also, we plan on addressing issues at the national level such as the water supply, the environment, but also early child education”, he said.
As key problems, the mayors stressed the need to improve the water supply and irrigation of agricultural land, the need to treat sewage and waste processing, the absence of municipal and other inspectors.
Prime Minister Kurti urged municipal leaders to co-operate more with each other and to co-ordinate more with exiles from their municipalities for increased investments in their homeland.
