Justice Minister Albulen Haxhiu has just returned from the Venice plenary session, in which opinions on the issue have been voted in.
Haxhiu announced that these initiatives are supported by members of the Venice Commission and has discovered part of the draft-opinion.
The “in the draft-opinion, which is expected to be made public, finds the need for reform in justice. The Venice Commission's findings recommend the action company for necessary legal and constitutional changes in order to achieve the result aimed at a judiciary of professional and efficient integrity. The Commission initially recommends verifying high levels in the judiciary and prosecutor through an external mechanism, high levels, thus starting with the Kosovo Judicial Council, the Kosovo Prosecutorial Council, as well as the heads of all courts and prosecutors of all key prosecutors. To continue later with the regular assessment of judges and prosecutors from already verified council”.
Haxhiu said there would be Vetting and complete, “sic needed” and starting with the leaders of justice institutions.
“Loss of confidence, judicial corruption, prolonged judgment, lack of efficiency of disciplinary mechanisms, nepotism, and finally problems with selecting the process of chief state prosecutor, as in our findings and international ones, are also outlined by the Venice Commission that justify this important reform company”.
The minister said they would be willing to co-operate both with the Judiciary and Prosecutorial Council, that these reforms as soon as they live.
