In the case of former President Hashim Thaci and others, based on this report, the procedure was launched in November 2020, when the Specialised Prosecutor arrested him as well as Kadri Veselini, Rexhep Selimi and Jakup Krasniqi on the basis of charges of crimes against humanity and war crimes.
The preliminary procedure in the case against Hashim Thaci and others was under way at the end of 2021. During the year 2021, the Pre-Precitable Procedure Judge issued decisions and orders of a wide spectrum, among other things concerning the extraction of evidence, the victims' participation, the detention of the accused, the establishment and jurisdiction of the DHSK, as well as shortcomings in the form of charges.
“Since 2020, the status of the participating victim has been passed to 30 people in three court cases in front of Kosovo's Specialised Chambers, one in the case against Shala, 9 in the case against Mustaf and 20 on the case against Thaci and the others”, writes in this report.
Thus, during 2021, six of the people whose requests for participation as victims in the Thaci case and others were rejected appealed the decision with the help of a guardian.

Hashim Thaci, Kadri Veselini, Rexhep Selimi and Jakup Krasniqi face six counts of crimes against humanity -- persecution, imprisonment, other inhuman acts, torture, unlawful murder and forced disappearance of persons, and four counts of war crimes of arrest and unlawful or arbitrary detention; cruel treatment; torture and unlawful murder.
