Much of the region has been under the control of separatists backed by Russia for the past eight years.
Bilohorivka is near the city of Severodonnetsk, controlled by the government, where fierce fighting in the suburbs was reported on Saturday. A Ukrainian newspaper, Ukrayinska Pravda, says the village became a <x0) hotpot” during fighting last week.
The blast broke down the building, which caught fire and the firefighters took three hours to extinguish the flames, according to the governor, writing on the telegram.
He said almost the entire village had been sheltered in the school basement.
The final number of the dead will be known only when the ruins have been cleared, the governor said.
