She also said the EU should reduce its dependence on Russian gas and that Russia is no longer a reliable partner.
EU representatives will meet again on Friday in talks expected to go to the weekend to negotiate a proposed EU sanctions package against Russia, the BBC reports.
Russian President Vladimir Putin's “fight in Ukraine and the necessary sanctions undertaken by the EU were more than a stress test for our economy”, said von der Leenen.
Asked what the criteria would be to decide whether Ukraine had won the war, she said it is up to Ukraine to decide how to negotiate with Russia to reach a ceasefire.
