On May 1st, Workers' Rights Day and daily effort continues. Clear cuts and a big twist in the history of injustice from the past. We engaged in this year of government. In all fields, and especially in the right to honorable employment and employment.
We started with providing the conditions that enable and facilitate the creation of new jobs, which surround the labour market with professional education.
After 11 years, we paved the way for the minimum wage hike. We approved the draft minimum wage law to the government. So the minimum wage increase for all to 264 euros gross of 250 net, up from 130 euros and 170 euros. The increase will benefit some 100,000 workers. This bill also allows the removal of the first tax rate for personal income tax. The 250-euro salary will not be taxed, as promised. The impact of the first tax release amounts to 16m euros, affecting some 300 thousand employees of the Republic.
We also supported our employment with the Economic Resurrection Pack. Over 1,000 workers returned to work after losing their jobs during the pandemic. Over 4,000 workers, men and women took advantage of the support of formalised workers, and over 4,000 women took advantage of measures to support women's employment.
Additional support for public and private sector workers with a constant amount of 100 euros. About 80,000 public sector employees have benefited, and in the private sector, some 300 thousand workers will benefit.
To avoid leaving anyone behind and for equal opportunities, in 2022 we declared it a year of disabled people. For this category of society to be skilled at work and employed, we have a measure of support of 170 euros to train and 100 euros to keep the training business. In cases where employment follows training, we will subsidise employee wages by 270 euros.
Building jobs was our promise. We've taken concrete steps to implement it. Through electronic poem, all workers can verify whether they are declared by their employer. Just put your personal number on the form. But there they can file complaints for the employer in the Kosovo Tax Administration, in cases where they are not declared by employers.
To ease the administrative burden on businesses in the workers' statement, we have published working contracts for a given time, special services, and indefinitely. As a result of these steps in 2021, we have formalised over 10,000 jobs, while a total of over 25,000 new jobs have been opened.
For dignified treatment of workers, we are working on the Labour Bill and the Project on Safety and Health at Work.
In our Republic we have new, talented workforce. For easing the unemployment rate among young people, we're working at the Youth Guaranteed Employment Centre. Soon we'll launch the platform for this scheme.
We're sharing additions to lechoon mothers and children, constantly moving to include more generations. We have increased pensions and payments for families living on welfare, and we have seen to it that the price movement is easier to exceed. We've done it for free by sharing supplements for students. We've been dropping 40% private owner fees. We have empowered women and girls, aiming to get as much of them involved in institutions and sharing scholarships for schooling. We have adopted the national strategy for protecting women and girls from violence. We have seen to it that shelters remain open and accessible to women who experience domestic violence.
Official reports of high unemployment in the country are behind a paradox. Businesses, industry is failing to complement free jobs with qualified workers because of their lack. This has been a signal that in our government we give priority to education and professional training. To that end, we have established the Executive Commission for better inter-institutionary co-ordination and dialogue with all relevants for implementation of the education and professional training system.
Much work awaits us in achieving our goal of more justice and employment.
Over a year of government, we have done many other jobs for men and women working, but there is always room for more. Among the effects of pandemic and war in Ukraine that are affecting the world, and especially Europe, we have done our best to make the most sensitive parts of our society less vulnerable to this double crisis.
Together, the government, education, businesses must link knowledge and work to increase value and experience. The value of utility goods and the workman's experience. That we may have even better citizens of the Republic, but also contribute to society, for this generation and generations after us.
