Vjosa Osmani, has yet to issue any such decree, despite the observers' emphasis that many prisoners should enjoy the right to presidential pardon.
“We have given our estimates that approximately 30% of those deprived of freedom deserve to benefit from the pardon of President”, Valentina Demolli of the Council for Human Rights and Freedoms has said.
Demolli also highlights the fact that the small number of women who have benefited from forgiveness.

In all, 124 pardonary decrees -- former President Fatmir Sejdiu -- is the one who has pardoned mostly prisoners.
Of the other presidents, Jakup Krasniqi had pardoned 103 prisoners, President Atifete Jahjaga 21, while former President Hashim Thaci had pardoned 68 prisoners.
