The Kremlin has decided to appoint him to the top of the war in Ukraine, Army General Alexandr Dvornikov, who commands Russian forces in the southern military district, said in an interview for CNN, US National Security adviser Jake Sullivan.
Russia has suffered serious losses since the beginning of Ukraine's invasion on 24 February, failing to invade major cities, including Kiev's capital.
Earlier this month, Russia announced that it would withdraw troops attacking from the north and restore them to the east, where the Kremlin is seeking to surround Ukrainian forces.
Dvornikov, 60, served in Chechnya in the 1990s, and in 2015 he became the first Russian commander to lead military operations in Syria.
Since 2016 it has been monitoring the southern military circle, which includes Crimea, the Ukrainian peninsula occupied by Russia in 2014.
Dvornikov has a notorious reputation for his conduct during the war in Syria, where Russia bombed civilian circles. Putin awarded Dvornikov Russia's Hero medal, one of the country's highest prices, for his work in Syria.
Dvornikov was the “type of executioner we have seen following these kinds of campaigns [in Chechnya and Syria], where there are many terrible civilian attacks, civil destruction,” said retired Lieutenant General Mark Hertling in an interview for CNN.
Hertling said the Kremlin will push Zvornikov to “ensure success” by 9 May, the national holiday to commemorate the Soviet Union's victory over Nazi Germany.
Victory Day, as it is otherwise called, is one of Russia's most important festivals and contains a military parade.
Sullivan told CNN in an interview that the United States will continue to support Ukraine with weapons.
The war in Ukraine has begun on February 24th after Russian troops launched offensive in this country.
Russian President Vladimir Putin has called the invasion of Ukraine a special <x0 military subset” while the attack preceded recognition as independent of two separatist regions in Ukraine.
