Police knock at RTK's temporary management door

Last Wednesday, economic crimes police have knocked on RTK's door. This time with the request to collect documentation for an agreement reached between Ud. Director General Shkumbin Ahmetxejaj and his close friend, Arsim Halili, to withdraw an indictment from the appeals court whose withdrawal will [...]
Also under that agreement, RTK would pay a considerable amount of money, Mr. Halili's a payback. He has confirmed this for editing, an administrative official of RTK, under condition of anonymity.
The beginning of police investigations was also the reason Arsim Halili publicly said he has decided to give up the compensation of 21,000 euros. Halili was trying yesterday to present himself as RTK's rescuer and that he would supposedly not damage RTK's budget. But the reason is seems to be the fear of establishing a criminal call for misuse of official duty, conflict of interest and influence.
According to our information RTK has not yet handed over requested documents to police for a week. However, the action taken by the U.D. General has caused a series of chain problems that constitute legal violations.
The case has to do with the suspension and degradation of Arsim Halil from the editor's position in journalists from RTK's disciplinary commission because of the LGBT community's insult after a protest by this community in Pristina in 2016.
As a citizen of this country that learns to break up multi-year-old isolation, I have three conflicting questions: Is LGBT also the condition for visa liberalisation? Is the condition met with soap, without soap? And third, for visa liberalization, would you rather have demarket sacrifices? ”” wrote Halili on the day of the LGBT community protest.
RTK's management has suspended and degraded it after the RTK Disciplinary Commission's decision, for offensive language against a certain community, and for violations of ethics and professional standards. Education Halili had complained in court, and in 2018, after a trial, the Constitutional Court rules in his favor. RTK had complained at the Court of Appeals, presenting new evidence of the violations the Constitutional Court had committed to him. RTK's and were awaiting the decision in their favour because the violations that Arsim Halili had committed were obvious, public and had awakened numerous reactions from both civil society and media against offensive and homophobic language by a RTK editor.
But he stopped this process in half, the close friend of Arsim Halil, already U.D. Director of General Shkumbin Ahmetgekaj. This drew RTK's complaint from the Court of Appeals and led his companion to win the deputy general director's position.
The agreement is signed on 27 January this year, respectively. It says RTK and Education Halili have agreed to regulate bilateral reports and close court cases without continuing further in judicial processes.
“RTK has agreed that employee Arsim Halili will continue his work on public television, in the RTK1<x1 news position, said in agreement.
While public television according to the agreement is forced to drop the complaint in Halil's case and pay the total amount according to the Constitutional Court's decision.
“Education Halili and RTK state that in addition to the compensation and return to his former workplace, there is no requirement of any nature or any other financial claim to each other, regarding the requirements they have had so far and to the extent of this agreement”, it is said in the agreement between Ahmetjaj and Halil.
Ahmetgekaj has also announced the Parliamentary Commission for Finance on the matter, and surprisingly neither of the MPs on this commission reacted. Ahmetdzhekaj had withdrawn the indictment from the Court of Appeals just one day before appointing his friend to the deputy general without awaiting the completion of the competition for General Director and ignoring legal procedures.
The SPRTK leader Fadil Hoxha, who in his Facebook profile, has immediately reacted to the issue, has said Shkumbin Ahmetgekaj, in this case caused losses to 9328 euros without expecting the court's final decision.
“Ud. RTK Director-General Shkumbin Ahmetxekaj, not expecting the court's final decision, has attracted RTK's complaint to the appeal court, to Uszv. Director General, Edsim Halili. In this case, RTK's caused 9328 euros in losses that went to his subordinate wallet, Arsim Halili, who only three days after he dropped the indictment he named Ud.z.v. Director General”, writes Hoxha.
Ahmetjekaj and Halili are close friends, and Ahmetjekaj's move presents conflict of interest
Periscope finds that, in this case, the Ahmetxhaj Shkumbin, Arsim Halili and the chairman of the Board of Besnik Boletini are being investigated by law enforcement. Also reported, many RTK workers who were dismissed these days have filed charges against Mr. Ahmetgekaj and RTK's board that will potentially harm RTK materially in the future.
The Kosovo Prosecution unofficially finds that, over the years, six RTK directors have faced charges and court processes, while the suspects' list was joined by Ud. General Director Shkumbin Ahmetxejaj and Edsim Halili, who currently holds the position of Ud. Deputy Director General and RTK Board Chairman Besnik Boletini, who has not prevented the move even though as board chairman, there has been such a possibility.
