Kosovo Communist Association Executive Director Saban Ibrahimi has confirmed for Express that the discontent of municipalities is the signing of collective contracts in education and health without financial intelligence.
Ibrahim confirmed that even though municipalities are not signatories of these contracts, according to him or are obliged to cover expenses and debts from signing these contracts.
The “communs are considering the possibility of suing the signatory ministries of collective contracts -- that is, collective contracts for education and health -- because these contracts are signed without financial intelligence. The municipalities are not against collective contracts but financial coverage and debts stemming from these contracts should be covered by the central level because they are signatories of these contracts, not municipalities. So municipalities, even though they are not signatories of collective contracts, are obliged to cover expenses and debts from the signing of these contracts by placing significant costs to the municipalities of court/final procedures”, he has told Express.
He stated that these contracts have damaged the municipal budget and that for this reason they are thinking to file indictments against STAT and the MSH.
“These contracts have seriously damaged the municipal budget, which has also contributed to the failure of many capital projects and which projects affect improving citizen life. Taking into account that at the two-day meeting of the Grant Commission, where government grants are designated for financing the municipalities for 2023, and the orientations for the 1920s-2025s is not without the Government having any will for resolution of this issue, it is thought by municipalities to use the possibility of establishing a joint indictment for the signatory ministries of collective contracts that are AugustI and MSH, Ibrahim further declared.
Ibrahimi indicated that even Minister of Local Power Elbert Krasniqi has come up against the demands of municipalities for debts and for financial obligations to implement collective contracts to be taken from the central level.
