Dear Minister Svechla, the cops are torn off their boots: Is this bullshit or is that wonderful?

Members of the Kosovo police, who boast mostly, are being treated without dignity. They're facing basic shortages. Not even the uniform is properly completed, writes Periscope. Now the boots of many of them have been torn up for a few months, nor is it even known when they will be able to buy [...]
Now, a few months ago, the boots of many of them have been torn, and it doesn't even know when they'll be able to buy news. The “heavy leg” of the Special Unit and the simplest officials have remained at the mercy of procurement procedures.
Many of these members of the police have been forced throughout the year to send their shoes for repair, and some have bought their own, rougher ones, since they are obliged to have the same.
“has been requested for two years for boots. They're crying under, but we're taking them to the top shoeman. There are some people who buy them themselves, similar to what we have, but we are forced to have these that have been given to us, say a member of the police at Periscope.
The Police Research Unit has applied to the procurement office since 2020 for boot supplies, while police procurement has opened offers through procurement in June 2021 but has failed to choose a winner because it violated the law during the procedure.
The Kosovo Police Information Office has not provided much details about why police lack new boots.
“As far as the delivery of boots (and other equipment) is concerned, the KP's regulation in power, available budget and continued needs are provided. The supply project has been initiated over time and the same is found in the Procureing Organisation”, police response for Periscope said.
The Kosovo police procurement office was delayed in the bidding procedures for the purchase of these shoes, opening tenders on June 15th, 2021. Furthermore, allegations are that during drafting the tender file, procurement officials set criteria contrary to the law on shoe supplies.
In this open public offer weighing 759, 900,000 euros, 3360 pairs of standard police boots and 1235 tactical boots were planned for DNIS and Border Police.
Periscop has found that, in July 2021, regarding the criteria set out in the tender file, a company has complained considering that many violations have been made during the drafting of technical specifics. This police procurement complaint was dismissed, while the company later complained to the Procureing Organisation. This institution that judges the tenders is without a board of directors, as the government has decided to play table tennis, several times canceling the competition for board directors, until the end has favoured some people, but has not yet gone to the Assembly for approval.
After the company's complaint went to O The EPS, this institution has authorized its examiner's own expert to see the claims.
The OSHP expert reviewer Blerina Huruglica has drafted the expertise report, where she has approved most of the company's complaints. It has found violations of procurement provisions during drafting the tender file, so it recommended that the Tent File be modified and extend the deadline for submitting bids.
From eight complaints, the expert has found that six of them remain. After answering at each point of the complaint, the expert wrote that: “Sic also clarified OE complaining claims, AK in this procurement activity “Furnisation with boots” is back in the fourth phase - The preparation of the tender file, I consider that the tender file should improve the legal displacement. In the tender file AK will state all relevant information on the contract in question that interested OEs should know about preparing tenders without asking for additional information. Such information would include all technical specifications, requirements, criteria, timelines, methodologies, contract conditions, visits to location or pre-convenient meetings, etc. Linked to contracting procedures. Each sentence in the tender file will be well compiled, as the tender file is the basic material, under which economic operators will create their tenders. The tender file will be prepared in such a way that - as a principle rule there is no need for additional information. Especially, the contracting authority should be in mind, when the tender file is prepared, so there's no need for additional clarification. Especially, the contracting authority should be taken into account when the tender file is prepared, so there will be no communication, discussion or negotiations between authority and tenders...”
Currently, this procurement process is suspended by police procurement, and police procurement has taken no step to modify the tender file until the O Board is complete. I've already made a decision. And O Board The DS is connected to the will of Government. / P ERISCOPI/
