“Despite the achievements, municipalities face problems in the area of local economic development, respectively, planning property, drafting strategic documents in this area, then in indicators of pre-university education, problems in road infrastructure which remain incomplete, low percentages in the area of channeling, local public transportation, under-representation of women in leadership positions, but other areas of governance<1>, Gashi stressed.
Although it notes progress in dealing with subjects in administrative procedure, Gashi added that alternative methods for addressing citizens' demands should be assessed and put into operation, using other options via electronic governance, to reduce the number of cases which could end with administrative silence, or such as may be processed in administrative conflict.
