Ukraine claimed the troops were elite parachutists, but this has not yet been confirmed, even though Pskov is a key headquarters of Russia's most elite air force.
The Russian opposition newspaper Pskovskaya Guberniya reported: “around 60 soldiers from Pskov refused to go to war on Ukrainian territory, according to our sources.

Previous reports said the elite troops of the Khakassia Special Forces OMON had refused to fight. On another occasion, troops from the informal state of South Ossetia reportedly returned to their homes after refusing to participate in the hostilities in Ukraine.
