The independent panel, which is expected to be led by Erik Mose from Norway, has mandated for “investigating all human rights violations and abuses and the breaking of international humanitarian law and crimes interlocking in the context of aggression against Ukraine by the Russian Federation”, the report said.
Mose, 71-year-old, is a Norwegian judge who was formerly president of the International Criminal Tribunal in Rwanda from 2003 to 2007.
Reuters underlines that the United Nations Human Rights Council agreed on March 4 to establish an investigative commission for a year, according to the request of Ukraine and European Union allies such as Great Britain and the United States of America.
