Russian “The troops are now on the streets of the southern town and have broken into the city council building”, the mayor said.
Igor Kolykhayev urged Russian soldiers not to shoot at civilians.
He also urged citizens to walk the streets only daily and only by one or two people.
“We don't have Armed Forces in the city, only civilians and people who want to live here”, he said in a statement.
Russia earlier claimed it had captured Kherson, but it was denied by Ukraine.
