The announcement seems to suggest that Russia will now focus on more limited goals, since facing a strong resistance to Ukraine during the first month of war.
Russia's defence ministry news agencies quoted the separatists backed by Russia now control 93% of the Luhansk region and 54% of the Donnetsk region - the two areas that make up the majority of Donbass.
The ministry said it does not deny the possibility of attacks on the Ukrainian cities that have remained in the blockade and that Russia would immediately react to any attempt to close the airspace over Ukraine -- something Kiev has requested from NATO, but that the organisation has resisted.
Russia sent hundreds of thousands of troops to Ukraine on February 24th to what it calls a special operation to weaken its militaryly southern neighbour and eradicate people named dangerous nationalists.
