Price raising: State contractors near collapse

There are about 700m euros which public institutions spend through public procurement procedures, linking contracts, such as for services, jobs and supplies with businesses in Kosovo.

Periscope It teaches that businesses that have contracted contracts last year with public institutions have bombed the state with demands for reviewing them due to price hikes.

According to the Public Procure Law, the price cannot be changed after the contract is established.

Skender Krasniqi, chairman of the Kosovo Afarism Oda, says they have suggested to the government that the contracts they have with businesses, will review all public institutions due to prices.

There are two shortages in this plan. The first is a lack of food supply material, and the second has an increase of over 100 percent of the price of products compared to contracts that have been marked as a result of the state of emergency. The situation must be analyzed here because it is not common. All states in Europe have reviewed the contracts, and we also demand that those connected in the month and last year be reviewed, or they will cut them off and there will be a lack of food supply and essential sectors, army, police, hospitals, prisons. So they can't be supplied with contracts they have already connected, as prices have flown”, Krasniqi told Periscope.

While Hasan Gigolaj, who runs a business in Prizren, has active contracts with some of the institutions. He says Periscop is working with losses.

“We wrote institutions about the movements that took place in the market. My contracts involve mostly paper for local institutions. Paper prices are all in the tree, it's doubled the price increase, until we have contracts that we've been binding on two years ago for three years. Currently, it is being done with losses, and we have requested immediate intervention in reviewing the” contracts, Gigolaj said.

Periscopi has learned that some road-building companies are expected to apply for cut-offs. This is due to the rising price ehortification of construction material.

Peja Community Deputy Chairman Fatmir Aslan says that they have currently not received a letter for the split of the contract, but he says he is aware of the situation created.

Some contractors have started working on last year's contracts in Pec, some pending. Officially in writing, we still have nothing that any contractor will withdraw from the contract. We have oral demands that should wait a little longer if prices are dropping. But we don't have a warrant for breaking contracts anymore. We as a municipality have requested from the Public Procuration Regulatory Commission. - KCPP to understand what is being decided at the Kosovo level regarding contracts that are signed. We haven't received any answers, but we're expecting them to refer to us, because the procurement law doesn't allow prices to be negotiated again after the contract's binding”, Aslan told Periscope.

Peja's deputy chairman says new contracts are operating on current market prices.
