Following President Ilir Meta's decree, part-time elections are held today for the chairman of six municipalities in Albania -- Debar, Durres, Lushnje, Rrogozhina, Shkodra and Vora.
The vote's right is 654,538 voters registered on voter lists as residents of these municipalities.
The election process is managed by 13 local Election Management Commissions (KZAZ), as well as 941 Commissions of the Voting Centres (KQV).
Political parties must respect electoral silence, especially in their field activity.
In the March 6th partial elections, 18 candidates will participate.
All parties will compete separately, except for the LSI and DP, who have joined candidates supported by Sali Berisha in the “coalition. Free House”
The winning candidates will hold office only about a year, as regular local elections will be held in June 2023.
In the recent local government elections, June 30th 2019, the opposition did not participate. As a result, the SP won all 61 municipalities.
Because the 6 municipalities in the elections are today without a mayor has become the running of convicted persons and resignations such as the Durres case.
The Shkodra municipality is from 2019 without a new chairman, as the winner of the election, Valdrin Peter of the Socialist Party, lost his mandate because of the deriminal law, having concealed a sentence in the past. Old Mayor Voltana Ademi exercises his duties.
Even the Vora municipality was left without a mayor after Agim Kajmaku became subject to the deriminal law. In the municipality of Rrogozhina, Mayor Haxhi Memola passed away, while Mayor Dibis Imeraj resigned after competing for deputy on the SP list.
The Durres municipality also remained without a chairman after its resignation in December 2019 of Valbona Sakos. The last municipality left without chairman is Lushnje's in July 2021, when President Fatos Tushe was dismissed by the prime minister after being arrested for corruption by the SPAK.
President Meta argued his long-standing delay in declaring partial elections with the expectation of a Constitutional Court decision on constitutionality of the June 30th 2019 elections, which were held in a conflict of political situation after the opposition decided to boycott them, while the president himself had cancelled them by decree.
