Ministers from the EU's 27 member states will also discuss urgent assistance and military co-operation.
The decision on sanctions to press “will dominate the meeting and will not be easy”, a European bloc diplomat has said before the meeting.
This meeting comes before a host of meetings among Western allies to discuss Ukraine: an EU summit, a summit of NATO, and meetings among the seven most industrialized countries (G7) later this week.
Poland and the Balkan countries are pushing ahead stronger sanctions on Russia, including imports to Russian oil and gas.
However, Germany, which is highly dependent on Russian gas, and some other EU countries, are resisting.
Kremlin spokesman Dmitry Peskov has said on March 21st that Europe would be severely hit if it imposes an embargo on Russian oil.
Ukrainian Foreign Minister Olexiy Reznikov is expected to announce the EU ministers' current war situation.
Russian President Vladimir Putin has ordered the invasion of Ukraine on 24 February.
He's ordered <x0 special” to demilitarize Ukraine.
The Kremlin's action has stirred anger and has been condemned in many parts of the world.
The United States and its allies have responded with severe sanctions against Moscow.
