The governor of this city, Vitaly Kim, has posted a photo showing an open hole in a tower block.
Authorities say 17 people have been released from the ruins, but others are still missing and most of them are civilians.
Governor Kim said they were looking for the ruins, reports BBC.
“The regional administration building is hit, half of the facility is destroyed. As far as people and victims are concerned, we are all in God's hands and most of them survived miraculously, I don't know how. Now there are eight civilians who we hope to get out of the rubble”, it is expressed.
